What is a Traffic Commissioner?
A Traffic Commissioner is the independent regulator responsible for licensing goods and passenger vehicle operators, and for the conduct of operators, transport managers and vocational drivers.
They grant licences, attach conditions to them, and can curtail, suspend or revoke them. They also determine the repute of transport managers and can disqualify people from holding a licence.
Their published guidance — the statutory documents — sets out how they approach compliance issues, and it is the clearest available statement of what an operator will be measured against.
They act on information from DVSA, from the police and from members of the public, which is why enforcement encounters and complaints both matter beyond their immediate consequence.
What goes wrong in practice
- Statutory documents never read, so the standard is inferred rather than known.
- Changes not notified, turning a manageable issue into a question of candour.
- Assuming DVSA and the Commissioner are the same body.
