The check that never arrives is the one that counts
A daily walkaround done properly and written on a pad that stays in the cab has, as far as anybody can later demonstrate, not happened. Most of the value in moving checks off paper is not the checking — drivers were already doing that — it is that the record leaves the vehicle at the moment it is made.
A defect is a thread, not an entry
Reporting a defect is the start of something: it has to reach whoever fixes it, be worked on, and be closed, and the vehicle's status in the meantime depends on which of those has happened. Keeping a draft apart from a submission sounds like a small distinction until a check somebody started and never sent is the reason nobody knew.
