What is the Operator Compliance Risk Score (OCRS)?
The Operator Compliance Risk Score is DVSA's assessment of how likely an operator is to be non-compliant, built from roadside and annual test history. It is used to decide who gets stopped.
It is a targeting tool rather than a penalty. A poor score does not itself sanction an operator; it increases the chance of encounters that might, which compounds because each encounter can add to the score.
It is built from history, so it improves slowly. An operator who fixes their maintenance regime today carries the previous record for some time, which is worth knowing before concluding that nothing has changed.
Because it draws on annual test results and roadside encounters, the practical route to improving it runs through first-time pass rates and avoiding prohibitions — that is, through the inspection regime rather than through anything done to the score directly.
What goes wrong in practice
- Treating the score as the objective rather than as a readout of the maintenance system.
- Not knowing the score at all, and so learning the position only when stops become frequent.
