Why this record matters
The undertakings are the licence. Everything a Traffic Commissioner asks at a public inquiry comes back to whether the promises made at application are being kept, and the operator's difficulty is rarely disagreement with them — it is being unable to show, document by document, that they are met.
Working through them as a list is uncomfortable in the useful way. The undertakings that cannot be evidenced are usually obvious within an hour, and they are the ones worth fixing first.
