What is FORS?
FORS is a voluntary accreditation scheme for fleet operators covering vehicles, drivers, management and performance, assessed at bronze, silver and gold levels.
It is contractual rather than legal in effect. Many clients, particularly in construction and in urban work, require a level of accreditation as a condition of doing business.
Higher levels require demonstrable performance rather than just documented procedures, which is why they are harder to reach and harder to retain than the entry level.
It overlaps substantially with what an operator licence already demands, so a well-run fleet is usually closer to accreditation than it assumes.
What goes wrong in practice
- Pursued for a tender without the underlying records to sustain it at audit.
- Accreditation achieved and then not maintained between audits.
- Treated as a substitute for licence compliance rather than as built on it.
