Emergency fleets are measured on availability. A vehicle off the run is not a commercial inconvenience, it is a resource missing from a rota that is sized to demand, and the pressure that creates runs directly against the discipline of taking a vehicle out of service for a defect.
There is a second misunderstanding worth naming. The exemptions a blue light vehicle enjoys relate to how it may be driven when responding. They do not relieve anyone of keeping it in a roadworthy condition, maintaining it, or being able to show that the person driving it was entitled and trained to. If anything the scrutiny after an incident is heavier, not lighter.

Availability pressure against the defect process
Taking a vehicle off the run has an immediate operational cost that everybody can see, while the risk of running it is theoretical until it is not. A defect process only works here if raising one is easy and the decision is owned by somebody whose job is the vehicle.
Checks at handover, every shift
Vehicles change crew at shift change rather than returning to a yard, and the check happens in minutes alongside a drugs and equipment check. A paper system produces a pad in the cab that nobody collects; the gap is the shift with no record rather than the fault that was missed.
Equipment that matters as much as the vehicle
Lifting and loading equipment, stretchers, ramps and specialist fittings carry their own examination requirements separate from vehicle roadworthiness, and a vehicle that is mechanically perfect with equipment out of examination is not fit for the role it exists to perform.
Driver authorisation beyond the licence
Response driving is governed by training and accreditation as well as entitlement. Whether a given driver was authorised for a given vehicle on a given day is a question that gets asked after an incident, and it is a records question.
Stations, not depots
Vehicles live at stations across a wide area, maintained centrally or by contract, and crewed by people who may never visit a fleet office. Compliance assembled station by station is compliance nobody can see whole.

- Do blue light exemptions change the maintenance obligation?
- The exemptions relate to how a vehicle may be driven when responding, not to whether it is kept in a roadworthy condition or properly maintained. Those duties remain, and the evidence for them is usually examined more closely after an incident rather than less.
- Can it record response driver authorisation?
- Driver records hold licence, entitlement and training dates per person, so authorisation can be recorded and its expiry tracked alongside everything else about that driver. The accreditation itself remains your training function's.
- Can crews complete a check at handover on a phone?
- Yes. That is the case it is built for — a check completed and submitted where the vehicle is, in the time a handover allows, including a nil return when nothing is found.
- Does it track vehicle location or dispatch?
